Elaine Batchlor, MD, MPH, is the Chief Medical Officer for LA Care Health Plan. She is responsible for medical leadership for the organization, including assurance of quality health care delivery to all the plan's members. She chairs several of the plan's committees including the Quality Assurance and Quality Improvement Committee. Prior to joining LA Care Health Plan in January 2004, Dr. Batchlor worked at the California HealthCare Foundation where she oversaw research, policy analyses and programs related to improving health care financing and delivery of health care in California. Dr. Batchlor also served as the chief medical officer for Prudential Health of California, responsible for the medical management of managed care products in the five states of the Western Region. She also has experience as a clinical instructor at the UCLA School of Medicine.
Dr. Batchlor received her undergraduate degree in biology at Harvard University in Cambridge Massachusetts and completed medical school at Case Western Reserve University in Cleveland Ohio. She also has a Masters Degree in Public Health from UCLA.
Henry Loubet is Chief Strategy Officer for Keenan, a full service insurance brokerage firm that is the largest privately owned brokerage and benefits consulting firm, operating for over 30 years in California. His focus at Keenan is developing the consumer driven health care initiative, along with other executive responsibilities. Mr. Loubet has more than 20 years of senior level health care experience, including leadership roles at UnitedHealthCare, Health Net, Foundation Health and DrugEmporium/HealthCentral. His executive expertise includes managed healthcare, hospital administration and e-commerce.
Mr. Loubet holds master's degrees from the University of Pittsburgh and the University of San Francisco. He earned his bachelor's degree from Rider University, New Jersey.
IHA (www.iha.org) is a statewide leadership group of California health plans, physician groups, and health care systems, plus academic, consumer, purchaser, pharmaceutical, and new technology representatives, committed to policy development, special projects and public dialogue on health policy and the evolution of managed care.
IHA also manages a statewide collaborative, Pay for Performance (P4P), designed to create a business case for quality of care by rewarding physician groups. Health plans will use common metrics on performance in quality of care, patient experience and investment in information technology systems that support patient care. Each health plan will determine their own individual bonus payments to contracted physician groups. IHA P4P management costs are supported in part by the California Healthcare Foundation as part of the national Rewarding Results program.
